On 14th December 2021, the Eastern Nagaland People's Organization (ENPO) has extended its support to Konyak Union on Tuesday which declared "non-cooperation" with Indian security forces in four eastern districts of Tuensang, Mon, Longleng and Kiphire following the death of 14 civilians in Oting village on 4 December 2021 in a mistaken identity security ambush.

After a joint consultation meeting of all eastern Nagaland civil societies, the ENPO, which has long been leading the one-state agitation for four districts, said it would extend non-cooperation with security forces till Until three of his demands were met;

1.   Those involved in the force killings were booked.

2.   Union Home Minister Amit Shah withdrew his statement in Parliament that the security forces had fired in self-defence.

3.   The “draconian” Armed Forces Special Powers Act (AFSPA) was repealed.

The statement said "non-cooperation" would mean that residents of the four districts would abstain from any "National celebrations" such as Independence Day, Republic Day, would not participate in civilian events of the Army, will not attend any official invitation from the Army. It also states that no recruitment drive will be permitted within the Eastern Nagaland region.

Before this, on 13th December 2021, the Konyak Union, the apex body of the Konyak Naga tribe has announced several"non-cooperation rules", including a complete ban on Indian military force convoys and patrolling, no military recruitment rallies within Mon district, and non-acceptance of developmental package from forces. It had also directed customary landlords to denounce previous land agreements allotted for setting up military base camps within the areas.

ENPO and Konyak Union have called for widespread protests in the four districts on 16 December.
