New Delhi, June 11, 2024 — As Prime Minister Narendra Modi embarks on his historic third term, the critical post of the Lok Sabha Speaker is under intense scrutiny. The proverb "Jiska Speaker, Uski Sarkar" i.e., whichever party's speaker gets the seat, controls the government, underscores the significance of this role in shaping the government's future trajectory.

A Flashback to 1999: When the Speaker's Decision Toppled a Government

The importance of the Lok Sabha Speaker was starkly highlighted in 1999 when Atal Bihari Vajpayee's government fell by a single vote. The decisive moment wasn't the Speaker's vote but his critical decision that allowed a controversial vote. GMC Balayogi, the Speaker from the Telugu Desam Party (TDP), permitted Odisha Congress leader Giridhar Gamang to vote on the confidence motion, despite Gamang having recently been sworn in as Chief Minister of Odisha. This vote resulted in the Vajpayee government losing the motion 270-269, demonstrating the Speaker's substantial influence.

Today’s Political Chessboard

Fast forward to today, the National Democratic Alliance (NDA) is once again under the spotlight. The BJP won 240 seats in the 2024 elections, falling short of the 272 majority mark, reminiscent of the precarious position Vajpayee’s government faced. The TDP, which played a crucial role in 1999, is now eyeing the Speaker’s post again. With 16 MPs, the TDP, led by N Chandrababu Naidu, has staked its claim, invoking memories of the past and highlighting a potential power struggle within the NDA.

Prime Minister Narendra Modi has taken the oath of office for his record third straight term along with 71 ministers. Portfolios have also been allocated. However, suspense remains over who will be appointed the Lok Sabha Speaker. For the BJP, which must govern with alliance support, the Speaker's post is of paramount importance.

The Strategic Importance of the Speaker's Role

The Speaker's chair is not merely a seat of honor but a control tower for legislative navigation. For the BJP, retaining the Speaker's post is crucial to maintaining control over legislative processes and ensuring the stability of the government. The Speaker presides over the Lok Sabha, interprets House rules, maintains order, and can cast a tie-breaking vote if necessary. Beyond ceremonial duties, the Speaker significantly influences the legislative agenda and the functioning of parliamentary committees.

Potential Shifts in Strategy

Given the reduced majority, the BJP might need to cede some control to its allies, marking a strategic shift from the past decade when the party had a clear majority. The TDP's demand for the Speaker’s post signifies a potential power-sharing arrangement that could shape the dynamics of Modi’s third term.

As the Modi 3.0 government takes shape, the decision on who will become the next Lok Sabha Speaker remains a suspenseful and crucial task. The legacy of the 1999 incident looms large, reminding all political players of the profound impact the Speaker can have on the government's fate. With the TDP’s historical role and current ambitions, the appointment of the Lok Sabha Speaker is set to be a defining moment in Indian politics, reinforcing the timeless saying, "Jiska Speaker, Uski Sarkar."
