Deputy Chief Minister Chowna Mein addressed a large crowd in Boleng, Siang district today, discussing the importance of the Siang Upper Multipurpose Project. This project, declared a National Project in 2008, is seen as crucial for national security. Mein explained that China’s plan to build a huge dam on the Tsangpo River upstream could put people living along the Siang River at risk, making this project even more important.
The Deputy Chief Minister recapped how the Siang Upper Multipurpose Project will help in many ways, including controlling floods, storing water, irrigation, navigation, and generating power. He highlighted that the dam will help manage water flow, making the region more resistant to floods.
Mein also addressed concerns about the presence of Central Armed Police Forces (CAPF) in the area. He reassured the public that their deployment was only to protect the workers and equipment involved in the project’s survey work, and not to intimidate anyone.
He encouraged the community to support the project and let the survey continue. He explained that after the survey, an impact assessment will be done, followed by a Detailed Project Report (DPR). A public hearing will then be held to allow local people to share their views on the project.
“We are not against the people, nor Arunachal. The Siang Dam is for the safety and development of the people living along the Siang River, creating jobs and boosting the state’s economy,” Mein said.
Mein also assured that fair compensation will be provided to the villages affected by the project, as per the Land Acquisition, Rehabilitation, and Resettlement (LARR) Act 2013. Plans for building model villages with healthcare, education, and infrastructure will also be made.
He further explained that the project will not affect the region’s population. Temporary labor colonies will be set up for workers during construction, and after the project is completed, they will leave the state as their Inner Line Permits (ILPs) will expire.
To clear any doubts, Mein mentioned that a committee, led by former Minister Tamiyo Taga, has been formed to educate the public about the positive aspects of the dam and address any misinformation.
Finally, Mein advised everyone to work together for the development of Arunachal Pradesh, so the benefits of the National Project can reach the people and the broader northeastern region. (PR)
